Rachel Phelps Bayens
Rachel Phelps Bayens has more than a decade of experience as a government relations and public affairs professional. She joined Government Strategies in 2002 and since then has worked with some of Kentucky’s largest corporations and most influential trade associations.
Rachel received a bachelor’s degree in business administration from the University of Kentucky and was a member of the 2008 Leadership Kentucky class. A native of Marshall County, Rachel currently resides in Lexington.

Mike Shea served as Senior Policy Advisor to the Senate President and the Senate Republican Caucus. He has also been an associate and advisor to members of the US Senate and Congress, as well as General Consultant to the Republican Party of Kentucky. He addresses federal issues management, coalition-building and grassroots/grasstops programs for some of the nation’s largest corporations and associations.
Dustin Miller began his career handling Government, Community, and Media Relations for State Farm Insurance. He has represented clients before the General Assembly from various sectors including telecommunications, insurance, health care, and education since 2003. He served on several boards during Republican and Democrat Administrations including the Healthcare Transparency Committee and the Governor’s Earthquake Council.
Prentice Harvey, a native of Glasgow, Kentucky, is a graduate of Western Kentucky University and the University Of Kentucky College Of Law. He began his career in Frankfort as a legislative analyst with the Legislative Research Commission. He is a former executive director of the Kentucky County Judge/Executive's Association. Prentice has been representing clients as a contract lobbyist since 1988.
Mike Helton is a former Governor's office Chief Executive Officer with extensive administrative experience in Kentucky State Government. He has held the Cabinet level positions of Secretary of the Public Protection and Regulation Cabinet and Commissioner for the Department for Environmental Protection under two Democratic administrations. As head of Government Strategies, he has directed the government relations for some of Kentucky's largest Corporations and most influential trade associations.
Jena Scott has a diverse professional background with experience in communications, public policy, and political strategy. She most recently served as the Communications Manager for the Kentucky Association of Manufacturers, and previously held the Deputy Communications Director role for the Kentucky Senate Majority Caucus. Jena graduated from Bellarmine University with a degree in Environmental Studies focusing on public policy and began her professional career working in political strategy for statewide political campaigns. She resides in her hometown of Paris, Kentucky.
